The story earns its New Capability tag because Smartcat could not run a structured, company-wide performance review process at all before Bob, and the 100% participation rate in their first cycle is a clean proof point. The Efficiency secondary tag is also justified, but the opening and structure lead with what became possible rather than what got cheaper or faster. The quote comparing the time savings to going from walking to supersonic speed is vivid but uncalibrated, so it adds color without adding a checkable number.
Anchor the capability proof with a first-ever milestone: '100% participation in our first company-wide performance review' is more compelling than a percentage improvement because it signals a net-new motion, not just an incremental gain.
