The story is grounded in a concrete before-state with a specific line count (150,000 lines of HCL), which makes the projected 90% reduction feel credible and meaningful. The mechanism is explained in enough technical detail that an infrastructure team could follow the same approach: replace HCL with Python SDK, use the Automation API for dynamic provisioning, and expose a simple YAML interface to service teams. The secondary New Capability angle is genuine: service teams could not self-serve infrastructure at all before, so that is a net-new ability, not just a faster version of the old workflow.
Anchoring the story with a named line count (150,000 lines of HCL) before introducing the solution gives the percentage reduction real weight. Readers immediately know what 90% smaller actually means in absolute terms.
