The case study earns its efficiency tag cleanly: the headline metric is a number going down (data downtime, man-days lost), and the before-state is concrete (pipeline breaks cascading into ESG dashboards, delayed compliance submissions). The three-phase rollout is described in enough operational detail that a reader could model a similar deployment. There is a mild Clarity element because the core problem was also partial visibility, but the framing leads with savings, so Efficiency wins the tie-break.
The phased rollout structure (manual monitors, then business-rule codification with domain teams, then full Terraform industrialization) gives the mechanism section real credibility and is worth copying as a case study narrative device.
