Why it works
The story earns New Capability because Cisco built something genuinely net-new: an autonomous SDLC loop using an internal AI agent (Coda) that retrieves issues from SonarQube, plans remediation, and opens pull requests without human effort, a workflow that did not exist before. The mechanism is explained in concrete steps, which is rare at this scale. The 27,000-issues-in-three-months figure and the 3x productivity claim give the piece weight, though the 3x figure is hedged as a subset of teams, which slightly weakens it.
