The story leads with a capability that was previously impractical: a design and marketing team owning and rebuilding a site end to end without any engineering involvement. That framing clears the New Capability bar because the before-state was not slower execution but rather a hard dependency on engineers for every change. Efficiency is a strong secondary thread since eight redesigns in three years and daily A/B testing illustrate the speed gains, but the headline claim is about what became possible, not what got cheaper.
Anchor the capability claim in a concrete organizational shift. Saying 'design and marketing team can own the website from start to finish, no engineers required' is more credible than a generic speed stat because it names who gained the new power and what they were previously blocked from doing.
